OAS condemns coup in Honduras and demands unconditional return of Zelaya

WASHINGTON .- The Permanent Council of the Organization of American States (OAS) today approved a resolution strongly condemning the coup in Honduras and demanded the immediate and unconditional return of President José Manuel Zelaya Rosales on his constitutional duties.

The Permanent Council of the institution met with nature emergency at the request of Secretary General Jose Miguel Insulza, who participated in the discussions of the Council and now is heading to Nicaragua to attend the Summit of Heads of State and Government of the Central American Integration System (SICA) that starts Today, with the aim of carrying out consultations and negotiations may be necessary.

The Permanent Council convened a special session of the General Assembly of the OAS, held at OAS headquarters in Washington, DC, on Tuesday, June 30, 2009.

The resolution adopted by the Permanent Council is as follows:

THE PERMANENT COUNCIL ORGANIZATION OF AMERICAN STATES, CONSIDERING

grave situation in the Republic of Honduras as a result of the coup against the government of President José Manuel Zelaya Rosales was an unconstitutional alteration of the democratic order that the Permanent Council rejects and repudiates ;
CONCERNED by the rupture of constitutional order in the Republic of Honduras;
Reaffirming the importance of respect for human rights and fundamental freedoms and the principle of nonintervention in the internal affairs of other States;

Reiterating the principles established in the Charter of the Organization of American States and the Democratic Charter American on the strengthening and preservation of democratic institutions in member countries, and
RECALLING resolution CP / RES. 952 (1699-1609) of 26 June 2009 on the situation in Honduras,

RESOLVED:
1. Strongly condemning the coup carried out this morning against the constitutional Government of Honduras, and arbitrary detention and expulsion from the country's President, José Manuel Zelaya Rosales was an unconstitutional alteration of the democratic order.

2. Demand the immediate, safe and unconditional return of President José Manuel Zelaya Rosales to his constitutional duties.

3. That they will not recognize any government that emerges from this unconstitutional interruption.

4. Instruct the Secretary General to urgently be made at the meeting of Central American Integration System (SICA) to be held in Managua, Nicaragua, and, in accordance with Article 20 of the Inter-American Democratic Charter, to carry forward all necessary consultations with Member States of the Organization.

5. Strongly condemning all acts of violence and especially the alleged arbitrary detention of the Secretary of State for Foreign Affairs, Patricia Rhodes, other members of the Cabinet of Ministers and the Mayor San Pedro Sula and other affected persons, and demand respect for their physical integrity and that they be released immediately.

6. Convene a special session of the OAS General Assembly to be held at the headquarters of the Organization Tuesday, June 30, 2009, to take whatever decisions it deems appropriate, in accordance with the Charter of the Organization of American States, international law and the provisions of the Inter-American Democratic Charter.

7. Instruct the Secretary General to forward this resolution to the Secretary General of the United Nations. SANTO DOMINGO
